BI Publisher not working, showing blank screen/page with direct URL

With direct url (http://host:9704/xmlpserver) BI-Publisher is not working and showing blank screen.

There is oracle note on this:

Solution:

1. Log in to OBIEE 11g with Administrator credentials -> Click on Administration -> Manage Privileges -> go to SOAP Section -> assign the following roles:
   • Assign the “BIConsumer” and “BISystem” roles to the “Access to SOAP” privilege.
   • Assign the “BIAdministrator” and “BISystem” roles to the “Impersonate as system user” privilege.
2. After making these changes, the BI Publisher page will be available.
